Why Is This Important?

Homicide is the killing of one human being by another. Firearm Homicides are the killing of one human being by another with gunfire as the cause of death. Homicide impacts the community by causing loss of life, physical trauma, and continued fear of violence. The measure includes homicides that occurred and were investigated by Portland Police Bureau (PPB) Homicide Unit during the fiscal year. These incidents require a lot of resources to investigate.

What Do The Numbers Show?

Between FY 2015-16 and FY 2019-20, Portland averaged 26 homicides a year. In FY 2020-21, homicides increased 317% (+76) over FY 2019-20. Homicide has remained at higher levels since FY 2019-20, though trends have switched between decreases and increase annually. The most recent fiscal year saw a 30% decrease in homicides. Between FY 2020-21 to FY 2023-24, 79% of the homicides were caused by firearm compared to only 63% between FY 2015-16 and FY 2019-20. Between FY 2015-16 and FY 2019-20, Portland averaged 16 homicides by firearm a year. In In FY 2020-21, homicides by firearm increased 356% (+57) over FY 2019-20. Homicides by firearm have remained at higher levels since FY 2019-20, with a mostly stable trend between FY 2019-20 to FY 2023-24. The most recent fiscal year saw a 29% decrease in firearm homicides.

How Did We Arrive at These Numbers?

The data is sourced from the records management system for the Portland Police Bureau (PPB), called RegJIN, and is verified with PPB’s Homicide Unit. The measure includes homicides that occurred and were investigated by the Homicide Unit during the year and the Medical Examiner determined the death to be a homicide. It only includes homicides that occurred within PPB’s jurisdiction, and excludes officer-involved shootings. Homicides include the NIBRS offenses of: 09A: Murder and Non-negligent Manslaughter, 09B: Negligent Manslaughter, and 09C: Justifiable Homicide. The measure differs from the NIBRS Group A homicide offense statistics. Traffic fatalities due to driving under the influence, distracted driving, and reckless driving are reported as 09B: Negligent Manslaughter in NIBRS as of August 2019. These deaths are not included in this measure because they are investigated as major crash incidents by the Traffic Division rather than as homicide. Vehicular manslaughters are included in the NIBRS Group A homicide offenses statistics. Justifiable Homicides are defined by NIBRS and reported to the State and FBI. However, they are not considered a crime so are not included in the NIBRS Group A homicide offenses statistics. They are included in this performance measure because these incidents impact the community and require PPB resources to investigate.
