Honest about what's uncertain
Bureau leaders are confirmed against official portland.gov pages. Seats the city hasn't filled — the Public Safety DCA, the OCPA director, the Street Response manager — are marked Vacant, and the 2025 reorg moves are flagged, so the chart shows what's settled and what isn't.
